China operates its own space station and has landed on both the Moon and Mars, backed by a budget that dwarfs India’s. Yet India has reached many of the same destinations, and, in some cases, achieved specific firsts, for a fraction of the cost. Both things are true, which is why any comparison based on a single measure misses much of the story.
China’s space program is split between the civil-focused China National Space Administration (CNSA) and the space arm of the People’s Liberation Army. Budget Explains Most of the Gap
China’s space budget is the second largest in the world, trailing only the United States. That scale funds nearly everything China’s program has built that India’s has not: an operating space station, a global navigation system, and a steady cadence of crewed missions. China splits that spending across CNSA’s civil missions and the PLA’s military space programs, though neither government publishes one combined figure that captures the total cleanly.
India’s program runs on a far smaller budget, and low cost is not a side effect of that constraint. It is the defining feature ISRO has built its reputation on. India’s Mars mission, Mangalyaan, reached orbit in 2014 for a fraction of what comparable Western missions have cost, on the country’s first attempt at interplanetary travel. That efficiency comes from simpler spacecraft designs, lower domestic engineering and labor costs, and reusing hardware that has already flown rather than developing new systems for every mission.
China Flies a Space Station. India Does Not.
The clearest structural gap between the two programs is a space station. China operates Tiangong, a three-module outpost it built and completed entirely on its own in 2022, after a 2011 U.S. law shut Chinese entities out of cooperating on the International Space Station. Tiangong hosts rotating crews of taikonauts on continuing science missions. It gives China a permanent, staffed foothold in orbit, one that no other country besides the United States and Russia currently maintains through the ISS partnership.
India has no space station in orbit and has stated only a long-term goal of building one eventually. Without a station, India’s human spaceflight ambitions currently center on Gaganyaan, its in-development program to fly Indian astronauts on an Indian rocket. That is a milestone China passed years ago and now builds on routinely.
Both Countries Have Reached the Moon, in Different Ways
China’s Chang’e program has landed on both the near and far side of the Moon and returned lunar samples to Earth. Those are milestones that build on decades of the country’s own launch and spacecraft experience. India’s Chandrayaan-3 mission soft-landed near the lunar south pole in 2023. That made India the fourth country to land on the Moon, and the first to land in that specific polar region. No other nation’s lander had reached that area before Chandrayaan-3 got there.
Neither country’s lunar record erases the other’s. China has flown more lunar missions, with more capability per mission. India got to a specific, previously unreached spot first, on a smaller budget, which is exactly the kind of result ISRO has built its reputation on. China has also stated a goal of landing astronauts on the Moon before 2030, a target that remains a plan rather than a flown mission as of 2026.
Two Anti-Satellite Tests, Twelve Years Apart
Both countries have proven they can destroy a satellite in orbit. China’s 2007 test against its own defunct weather satellite, Fengyun-1C, created the largest debris cloud from a single anti-satellite event on record. It remains the most-cited example whenever the risks of destructive satellite testing come up. India ran its own test in March 2019, called Mission Shakti. It chose a lower altitude specifically so most of the resulting debris would decay out of orbit quickly, rather than lingering for years. That made India the fourth country to demonstrate the capability, after the United States, Russia, and China. Neither Lead Is Fixed
China’s lead in budget, station operations, and crewed spaceflight is real as of 2026, and it is not guaranteed to widen. India has closed specific gaps before. It landed near the lunar south pole years ahead of any other country, and reached Mars orbit on its first attempt. Both feats came on a budget that would not have funded a fraction of a comparable Chinese mission. A successful Gaganyaan crewed flight would close India’s biggest remaining gap with China’s routine Tiangong crew rotations.
