More than 30 countries operate major missile or air defense systems today. But the system a country chooses depends less on which one is “best” and more on the threat it faces. A country concerned about short-range rocket fire needs something very different from one preparing for an intercontinental missile.
That’s why there is no single global standard. Instead, there’s a patchwork of systems: the United States exports Patriot and THAAD to allies; Russia sells the S-400 to a smaller, more geopolitically selective group; Israel has built a layered shield almost entirely for its own borders; and China supplies its systems to a handful of partners. To make sense of this landscape, look at the range and altitude each system was designed to handle, then ask which countries face those specific threats.
The United States: Patriot, THAAD, and GMD, Exported in Different Amounts
Patriot is the US system fielded almost everywhere. Made by RTX and Lockheed Martin, it forms the backbone of air defense for close to 20 countries, including Germany, Greece, Japan, Kuwait, the Netherlands, Saudi Arabia, South Korea, Poland, Qatar, Romania, Spain, Sweden, Taiwan, and the United Arab Emirates. It is a terminal-phase system, meaning it catches a threat late and close, which keeps each battery’s coverage area small enough that a country typically needs several to protect multiple cities.
THAAD is a much bigger commitment, and only a short list of countries have made it. The system, built by Lockheed Martin, intercepts threats higher and farther out than Patriot, covering a wide area instead of a single point. Beyond the US military’s own batteries, the UAE fields two THAAD batteries, delivered starting in 2015 and credited with the system’s first combat intercept in January 2022. Saudi Arabia has signed for seven THAAD batteries under multiple foreign military sales agreements, and Lockheed Martin began awarding subcontracts in 2024 to localize part of the manufacturing inside the kingdom. South Korea hosts a US-operated THAAD battery aimed at North Korean missiles.
Ground-Based Midcourse Defense, GMD, is not exported at all. It is the sole system built to protect the US homeland from a long-range intercontinental missile, with interceptors based only in Alaska and California. Israel: One Country, Three Layers Built for Its Own Threat Mix
Israel runs the most integrated missile shield of any single country, because it faces the widest mix of threats at once: short-range rockets from Gaza and Lebanon, longer-range missiles from Iran, and everything in between. Iron Dome, built by Rafael Advanced Defense Systems, intercepts short-range rockets, artillery, and mortars a few kilometers to about 70 kilometers out, and Rafael reports it has made more than 5,000 intercepts at over a 90% success rate since entering service in 2011.
David’s Sling, developed jointly by Rafael and RTX, closes the gap between Iron Dome and the country’s longest-range layer, catching medium-to-long-range rockets, drones, and cruise missiles since becoming operational in 2017. Arrow, a joint program between Israel Aerospace Industries and Boeing, sits at the top of the stack and intercepts long-range ballistic missiles that arc high into space, a job neither Iron Dome nor David’s Sling was built for. No other country runs all three tiers, because no other country’s threat profile demands them.
Russia and China: The S-400 and Its Own Export List
Russia’s S-400 Triumf is the closest thing to a rival export product to the US Patriot, but with a far shorter customer list. Russia operates it domestically and has exported it to China, India, Turkey, and Belarus. Turkey’s 2019 purchase carried real consequences. Washington removed Turkey from the F-35 fighter program and imposed sanctions, arguing that operating a Russian radar alongside the jet risked exposing its stealth signature to Moscow.
China fields its own long-range system, the HQ-9, alongside imported S-400 batteries, and has supplied variants of the HQ-9 to a smaller number of partners including Pakistan and Turkmenistan. Neither Russia nor China publishes the kind of independent, third-party-verified test results the US Missile Defense Agency does for GMD and THAAD, which makes their systems’ real-world interception rates harder to verify from open sources than their American or Israeli counterparts.
India: Buying and Building at the Same Time
India runs a mixed arsenal rather than committing to one supplier. Its indigenous Akash system, developed by the Defence Research and Development Organisation, is a short-range system with a published range of 25 to 45 kilometers that can track and engage multiple targets at once, and it has been fielded by both the Indian Air Force and Army. Alongside Akash, India operates the imported Russian S-400 for longer-range coverage, delivered under a government-to-government deal signed in 2018. India is also developing Project Kusha, a longer-range indigenous system intended to reduce reliance on foreign suppliers for the top tier of its air defense.
South Korea and Japan: Layered Defense Built Around US Systems
South Korea and Japan both build their national defenses around the same core of imported and license-built US systems, layered to match a shared concern: North Korean and, for Japan, potential Chinese missile threats. South Korea fields Patriot batteries for lower-altitude terminal defense and hosts the US-operated THAAD battery at Seongju, plus its own indigenous Cheongung, or KM-SAM, system for the tier in between. Japan runs Patriot PAC-3 batteries for point defense and Aegis-equipped destroyers offshore for the longer-range midcourse layer, the same two-tier structure the US Navy uses for Aegis Ballistic Missile Defense at sea. Neither country has adopted THAAD as a permanently owned system of its own, choosing instead to lean on the layers Patriot and Aegis already provide.

Range and phase decide most of this table. A country buys Patriot or Akash to protect a specific point, THAAD or the S-400 to cover a wider area at longer range, and GMD or Arrow only when it needs to reach a threat still in space.
