China's space program runs a civil side under the CNSA (Tiangong, Chang'e, Tianwen, BeiDou) and a military space arm under the PLA. How the two fit.

China runs one of the world’s most capable space programs, and it is split between a civilian agency and the armed forces. The civil side handles the missions that make headlines, from the Tiangong station to lunar sample returns. The military side, folded into the People’s Liberation Army (PLA), handles the satellites and counterspace tools that matter in a conflict. Both draw on the same rockets and tracking network.

That dual structure is the key to reading anything about Chinese space activity. A single launch site can serve a science probe one week and a military satellite the next. The civil and military tracks share hardware, budgets, and people even where their missions differ.

The CNSA and China’s Civil Space Program

The China National Space Administration (CNSA) is the government body that plans and runs China’s civil space missions. It sets policy and represents China internationally, while state contractors build most of the actual hardware. The agency was formed in April 1993, when the government split its former Ministry of Astronautics Industry into an independent contractor and this new administrative body, and it is headquartered in Beijing. Over the past two decades it has moved from launching simple satellites to running crewed flights, lunar landers, and interplanetary probes.

China’s rocketry effort predates the CNSA by decades. Qian Xuesen, a scientist who had co-founded the Jet Propulsion Laboratory in the United States, returned to China in 1955 and went on to lead its earliest ballistic missile and rocket programs, work that eventually grew into the Long March rocket family the CNSA relies on today. He is widely credited as the father of Chinese rocketry, decades before the modern civil agency existed.

China’s rise in space has been steady rather than sudden. The country put its first astronaut in orbit in 2003, becoming the third nation to launch a human on its own rocket. Since then it has flown crews regularly, built a station, and reached the Moon and Mars with robots. The pace is set by long five-year plans, so most missions are announced years before they fly. Most launches lift off from one of four sites: Jiuquan and Taiyuan in the country’s north and west, Xichang in the southwest, and the newer coastal Wenchang site on Hainan island, chosen for its lower latitude and its ability to ship large rocket stages in by sea.

Tiangong, China’s Space Station

Tiangong is China’s crewed space station, completed in low Earth orbit in 2022. It is built from three modules: the Tianhe core module, which houses the crew, and two laboratory modules, Wentian and Mengtian, for experiments. Rotating crews of taikonauts live aboard for months and run science in areas like biology, materials, and fundamental physics.

China built its own station after being shut out of the International Space Station. A 2011 U.S. law restricts NASA from most cooperation with Chinese entities, which closed that door. Lunar and Mars Missions

China’s robotic exploration runs under two named programs, Chang’e for the Moon and Tianwen for the planets. The Chang’e missions have landed on both the near and far sides of the Moon, the far-side landing in 2019 being a first for any nation. Later Chang’e flights scooped up lunar soil and flew it back to Earth, making China the third country to return Moon samples.

The Tianwen program reached Mars on its first try. Tianwen-1 arrived in 2021, placed an orbiter around the planet, and landed the Zhurong rover on the surface. Doing an orbiter, lander, and rover in a single mission had not been attempted before. China has since announced follow-on plans for a Mars sample return and probes to other bodies, which stand as stated goals until they launch.

BeiDou Navigation

BeiDou is China’s satellite navigation network, and it gives the country its own positioning and timing independent of the U.S. GPS. It reached full global coverage in 2020, joining GPS, Russia’s GLONASS, and Europe’s Galileo as one of the four global systems. Civilian phones and vehicles across much of the world now use its signals.

The military value is the point that drives the investment. Precision weapons, aircraft, and ships need accurate positioning, and relying on a system another country runs is a risk in wartime. BeiDou removes that dependency for Chinese forces, which is why it is treated as strategic infrastructure rather than a consumer product.

Qianfan Is China’s Satellite Internet Push

Separate from BeiDou’s navigation mission, China is building a broadband satellite internet constellation called Qianfan, also known as Spacesail or the G60 Starlink Plan. The project is developed with Chinese state backing and aims to grow past 10,000 low Earth orbit satellites by 2030, positioned as a rival to SpaceX’s Starlink for countries aligned with China’s Belt and Road initiative rather than as a mass-market consumer service. As of 2026 the constellation has run behind its own launch targets, with satellite counts well short of the pace needed to hit its stated 2030 goal.

Military Space Under the PLA

China’s military space forces sit inside the PLA, and their organization changed in 2024. The leadership dissolved the earlier Strategic Support Force and stood up a new Aerospace Force as one of several arms reporting to the top command. This branch handles military satellites for communications, reconnaissance, navigation support, and missile warning.

The reorganization signaled that space had become a core warfighting domain for China, not a support function. Chinese military writing treats space and information systems as things an opponent would try to disable early in a conflict, so protecting its own satellites and being able to threaten an enemy’s became a stated priority. Much of the detail beyond the public structure is not disclosed.

Counterspace Capabilities

China has demonstrated the ability to destroy a satellite, and it fields a wider set of counterspace tools. The clearest public event was the 2007 test in which a direct-ascent missile destroyed a defunct Chinese weather satellite, Fengyun-1C. That collision created thousands of trackable debris fragments, the largest such cloud on record, much of which still orbits. Beyond that single kinetic test, open-source analysts track other Chinese activity. Satellites that maneuver close to others, sometimes called co-orbital or inspector satellites, have been observed making unusual approaches. Ground-based jamming and dazzling of sensors are also part of the reported toolkit. These reversible methods leave no debris and are harder to attribute, which is why most modern counterspace effort favors them. How China’s Program Compares to NASA’s

China does not publish a detailed civil space budget the way NASA publishes its annual appropriation, so any comparison of the two programs’ spending is an estimate rather than a confirmed figure. Outside analysts who track Chinese space spending generally place it well below NASA’s published budget, though the exact gap is genuinely uncertain given how little China discloses. Spending aside, the programs differ most in structure: NASA is a single civilian agency that answers to Congress and contracts heavily with private companies, while China splits the work between the civilian CNSA and a separate military space arm inside the PLA, with far less public disclosure of either side’s budget or plans.

On hardware, both countries operate a crewed space station, Tiangong for China and NASA’s share of the International Space Station, and both have landed robotic missions on Mars. NASA still leads on deep-space and planetary science by mission count, while China has closed the gap fastest on crewed low Earth orbit operations and lunar sample return. Both have stated a goal of landing astronauts on the Moon again this decade, which makes the 2020s the first period since Apollo where two national programs are racing toward the same crewed lunar target at the same time.

Stated Ambitions

China has laid out space goals that reach well into the 2030s. The most watched is crewed lunar landing: officials have said China aims to put astronauts on the Moon before 2030, followed by a research base near the lunar south pole developed with Russia and other partners. As of 2026 these are announced plans backed by hardware development, not flown missions.
