Russia runs its space program through a state corporation called Roscosmos, backed by a separate military space arm inside the armed forces. It inherited the hardware and prestige of the Soviet program that opened the space age. As of 2026 it is still a major power, flying crews and running its own station segment, but a smaller and more strained one than it was decades ago. Sanctions and tight budgets have narrowed what it can attempt.
Reading Russia’s program means holding two facts at once. The engineering lineage is deep and proven, and the money and momentum have thinned. Both shape what it launches and how.
Roscosmos and Russia’s Civil Space Program
Roscosmos is the state corporation that runs Russia’s civil space activity. It manages crewed flight, launch services, satellite production, and robotic missions, folding roles that were once spread across many bureaus into one body. It answers to the Russian government and funds itself through a mix of state budget and commercial launch contracts.
The workhorse of the program is the Soyuz, a crew capsule and rocket family whose design traces back to the 1960s. Soyuz has flown longer than any other crewed system and earned a reputation for reliability. For years after the U.S. retired the Space Shuttle in 2011, Soyuz was the only way any nation reached the International Space Station, and NASA bought seats on it. That monopoly ended when U.S. commercial vehicles began flying crews.
The Soviet Legacy
Russia’s program is built on the Soviet Union’s record of early firsts. The Soviets launched Sputnik, the first artificial satellite, in 1957, and the shock of it started the space race. They put the first human in orbit, Yuri Gagarin, in 1961, and followed with the first woman in space and the first spacewalk. Robotic Soviet craft landed on the Moon and on Venus, a planet whose surface has swallowed most landers sent since.
That legacy is both an asset and a weight. The proven hardware and know-how still fly, but the program has spent decades living off Cold War investment rather than matching it. The ambition that put a lander on Venus is harder to fund now.
The Decline Since the Soviet Era
Russia’s space program has shrunk markedly from its Cold War scale, and the trend runs through the whole sector. State budgets are a fraction of the Soviet effort in real terms, and money has often gone to keeping proven systems flying rather than building new ones. Corruption and delays have dogged large projects like the Vostochny launch site.
The pressure grew sharply after 2022. Western sanctions cut Russian access to foreign electronics and components that many satellites relied on, and a wave of commercial customers and partners walked away. Europe pulled its cooperation on several joint missions. Russia’s share of the global commercial launch market, once dominant, has fallen as U.S. and other providers took the business. The program still functions, but with fewer flights and thinner reach.
New rockets have been slow to arrive. The Angara family, meant to replace the aging Proton launcher, spent decades in development and reached orbit only in 2014, then flew rarely in the years after. That slow pace is itself a symptom of the wider strain: keeping proven Soviet-era hardware flying has often crowded out the money to field its successors.
Luna and the Return to the Moon
Russia has tried to restart the lunar landing program the Soviets pioneered, with mixed results. The Luna-25 mission launched in 2023 as the first Russian Moon lander in decades, aiming for the lunar south pole. It crashed during its descent, a public setback for a program hoping to prove it could still land on another world.
Russia has announced further Luna missions and a stated intent to join China’s planned lunar research base near the south pole. As of 2026 those are plans on paper and hardware in development, not completed flights. The Luna-25 failure showed how much institutional capability can erode across a gap of decades, even for a nation that once landed there routinely.
Military Space and the Aerospace Forces
Russia’s military space work is run separately from Roscosmos, chiefly through the Aerospace Forces of the armed forces. This branch operates military satellites for communications, reconnaissance, and missile early warning, many launched under the generic Cosmos designation that hides their specific purpose. Space and air defense were merged into one service, reflecting how Russia links the two.
Military and civil space overlap in practice. They share launch sites, rockets, and tracking infrastructure, so a Soyuz rocket may loft a science payload or a classified military one. This overlap is common to the major powers and makes any single launch hard to read from the outside without dedicated tracking.
Counterspace Capabilities
Russia has demonstrated the ability to destroy a satellite, and it fields a broader set of counterspace tools. The clearest public event was the November 2021 test in which a direct-ascent missile destroyed a defunct Russian satellite, Cosmos 1408. The collision scattered debris across low orbit and forced the International Space Station crew, Russian cosmonauts among them, to shelter in their return craft in case of a strike. Beyond that kinetic test, open-source analysts track Russian satellites that maneuver near others, sometimes called inspector satellites, and ground-based jamming of signals.
